Generally speaking,strangers feel comfortable looking at one another at a distance.The closer the proximity the greater the tendency to avoid eye contact.This can readily be observed in the confines of a crowded lift where strangers glances fly from one spot to another or become absorbed in the finer points of the ceiling's construction.
