From Wait-and-See to Competition: Evolution of US Perception and Policy toward the SCO
The perception and policy of the United States toward the Shanghai Cooperation Organization (SCO) has undergone four stages since 2001, changing from the ”wait-and-see” policy to that of ”precaution” and ”modest cooperation,” and eventually to the policy of ”competition.” Such changes originate from the evolution of the United States” policy priorities and path preferences toward Central Asia.
